Brian was born in California, the third of four boys to Tony and Cathy Otter. He was raised in Woodbridge, VA, attending Our Lady of Angels throughout his time there. He graduated from ECU with a Bachelor's Degree in Music Education and has taught in Rockingham County since that time.
He is married to Jennifer, a pharmacist; and they have one daughter, Kate, who is in high school at Bishop McGuinness. Brian helps Sallie with the music ministry and directs the handbell choir.
